Establishes the Agricultural Climate Adaptation Tools Program to be administered by the Department of Food and Agriculture to develop farm-level planning tools for agricultural climate adaptation and resiliency.

Requires grant funding to support development of planning tools that help farmers and ranchers assess climate risks (including drought, extreme weather, pest pressures, and water scarcity) and integrate adaptation strategies into business and succession planning.

Mandates pilot projects in California's central valley, central coast, and desert regions, and requires trainings for technical assistance providers on using the planning tools with emphasis on small, socially disadvantaged, and female farmers and ranchers.

Allocates up to $2,000,000 upon legislative appropriation; program implementation is not required if funding is not provided.

Requires all planning tools to be placed in the public domain and provided to the Office of Planning and Research for potential incorporation into the state's climate adaptation information clearinghouse.
