Extends fee waivers to surviving spouses and children of deceased law enforcement officers and firefighters to include mandatory campus-based fees, in addition to existing systemwide tuition and fee waivers.

Applies to the University of California (if regents adopt a resolution), California State University, Hastings College of the Law, and California Community Colleges.

Surviving children must be undergraduate students and have annual income not exceeding the maximum household income and asset level for Cal Grant B awards to qualify.

Excludes security guards and security officers from the definition of "contractor" eligible for this waiver.

Provides that if the Commission on State Mandates determines this bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to Government Code Section 17500 et seq.
