Amends Item 8860-001-0001 of the Budget Act of 2019 to appropriate $42,901,000 for the Department of Finance for fiscal year 2019-20, including allocations for state budget operations, the FI$Cal system, audits, and accounting services.

Authorizes the Director of Finance to obtain loans from the General Fund to meet operational cashflow obligations and to contract with private firms for services related to health care financing without standard procurement review requirements.

Allocates up to $2,000,000 from Department of Finance appropriations for costs responding to catastrophic wildfires and their impact on victims, ratepayers, and utilities.

Designates 48 bills (Assembly and Senate bills numbered AB 75-AB 104 and SB 75-SB 105, with specific versions as of July 5-8, 2019) as related appropriations bills under the California Constitution.

Takes effect immediately upon approval as a Budget Bill.
