Changes legislative intent to a binding requirement that the Department of Motor Vehicles implement procedures to ensure persons requesting vehicle/vessel registration or driver's license services wait no longer than one-half hour in any line under normal circumstances.

Requires every DMV office to post wait times at or near the entrance, including time to check in and time to be assisted.

Mandates the Department make wait time information available on its Internet website and by telephone for each office location.
