Requires the Department of Motor Vehicles to explore ways to expand partnerships with motor clubs, qualified private industry partners, and other entities to provide DMV services.

Authorizes partner entities to process vehicle registration renewals, duplicate registrations, address changes, ownership transfers, liability releases, and issue license plates, parking placards, and safety inspection sign-offs.

Allows partners to issue salvage certificates, personalized and replacement license plates, disabled person parking placards and license plates, and process correctable traffic violation payments and sign-offs.

Requires the Department of Motor Vehicles to submit progress reports to the Legislature beginning January 1, 2022, and every two years thereafter on efforts to expand and increase these partnerships.
