Adds two public representatives to the California Life and Health Insurance Guarantee Association's board of directors, appointed by the Insurance Commissioner, who cannot be officers, directors, or employees of insurance companies or engaged in the insurance business.

Authorizes the Insurance Commissioner to annually assess long-term care insurance companies up to $1,000,000 based on their pro rata share of regulatory costs for reviewing and analyzing long-term care disclosure reports, but not to exceed reasonable regulatory costs.

Requires insurers with long-term care insurance contracts covering more than 10,000 lives to file annual disclosure reports with the commissioner and the Office of Principle-Based Reserving in compliance with Actuarial Guideline 51, submitted no later than April 1 for the previous calendar year.

Requires the association to provide annual financial reports to the commissioner and legislative insurance committee chairs including the maximum coverage amount the association can provide based on assessments.
