Extends until January 1, 2030 the Los Angeles County Recorder's authority to mail notices to parties subject to a notice of default or notice of sale of a property, previously set to expire January 1, 2020.

Extends until January 1, 2030 the authority to collect fees (not exceeding $7) from parties filing notices of default or notices of sale, with administrative costs capped at 10 percent of total fees collected.

Requires Los Angeles County to submit a report to the Senate Committee on Judiciary and Assembly Committee on Local Government by January 1, 2029, covering the period December 1, 2013 through November 1, 2028, including numbers of notices filed, fees collected, and evaluation of the program's effectiveness in combating fraud and foreclosures.

Effective January 1, 2030, removes the authority to collect fees and provide counseling services for notices of default and notices of sale, limiting future fee collection to deeds, quitclaim deeds, and deeds of trust only.
