Requires all proclamations, materials, and announcements made by the Governor or state agencies related to a proclaimed state of emergency to be made available statewide in all threshold languages spoken by limited-English-proficient (LEP) speakers.

Defines "threshold languages spoken by limited-English-proficient speakers" as all Medi-Cal threshold languages determined by the State Department of Health Care Services, without limitation to county-specific thresholds.

Specifies that proclamations, materials, and announcements include information posted or broadcasted on internet websites, newspapers, social media platforms, television, or radio.

Does not alter, limit, or negate any other obligations, rights, remedies, or procedures provided by law.
