Creates the California Catastrophe Response Council composed of the Governor, Treasurer, Insurance Commissioner, Secretary of Natural Resources Agency, three public members appointed by the Governor, and one member each appointed by the Senate Committee on Rules and Speaker of Assembly to oversee the California Earthquake Authority and Wildfire Fund Administrator.

Establishes the Office of Energy Infrastructure Safety within the Natural Resources Agency under a director appointed by the Governor, with the office succeeding to all duties and powers of the Wildfire Safety Division effective July 1, 2021.

Requires the Public Utilities Commission to establish the Wildfire Safety Division by January 1, 2020 to oversee electrical corporations' wildfire safety compliance, develop performance metrics, conduct field audits, and assess fire weather data.

Creates the California Wildfire Safety Advisory Board with seven members appointed by the Governor, Speaker of Assembly, and Senate Committee on Rules to advise the Wildfire Safety Division on wildfire safety matters.

Appropriates $47,600,000 from the Public Utilities Commission Utilities Reimbursement Account and $2,500,000 from the Public Utilities Commission Public Advocate's Office Account to fund the commission's wildfire safety duties.
