Prohibits unauthorized persons from removing unattended micromobility devices (bicycles, electric bicycles, or motorized scooters) from highways to storage facilities or other locations.

Allows any person to relocate an illegally parked micromobility device a short distance to clear highways, sidewalks, doorways, or public bicycle paths for vehicle or pedestrian traffic.

Authorizes peace officers and local authorities to relocate illegally parked micromobility devices to properly parked locations.

Allows peace officers to remove micromobility devices to storage facilities using vehicle removal procedures when relocation is impracticable.

Specifies that violations of these provisions constitute crimes and provides that no state reimbursement is required for local agency compliance costs related to this new crime.
