Exempts primary care clinics, adult day health care centers, and home health agencies that operate exclusively for PACE organizations from licensure by the State Department of Public Health, transferring oversight to the State Department of Health Care Services instead.

Allows PACE-approved facilities to provide services to individuals being assessed for PACE eligibility for up to 60 calendar days after application submission; facilities must obtain State Department of Public Health licensure if they serve non-PACE populations.

Requires PACE organizations to comply with existing operating standards for clinics, adult day health care centers, and home health agencies as modified by the State Department of Health Care Services, and to cooperate with department inspections and record requests.

Establishes the PACE Oversight Fund to collect administrative fees from PACE organizations, with fees capped at levels equivalent to State Department of Public Health licensing fees to avoid imposing additional costs.

Effective January 1, 2021, contingent on federal approvals and financial participation; authorizes the State Department of Health Care Services to implement provisions through guidance documents without formal regulatory action.
