Transfers $331,044,084 from the General Fund to the National Mortgage Special Deposit Fund to provide legal assistance to California renters and homeowners in housing-related matters through nonprofit organizations.

Appropriates $100,000 to the Department of Finance to study establishing and managing a trust for distributing National Mortgage Settlement funds.

Modifies housing element compliance procedures to allow Attorney General to request court orders directing jurisdictions to bring housing elements into substantial compliance, with court determinations having the same effect as Department of Housing and Community Development determinations for financial assistance eligibility and housing incentive purposes.

Authorizes councils of governments and multiagency working groups to request up to 25% of Local Government Planning Support Grants Program funding in advance, starting October 1, 2019, with awards to be made within 30 days.

Adds Council of San Benito County Governments to the central coast multiagency working group for regional housing planning purposes.
