Expands the definition of agricultural vehicles to include beekeeping vehicles, allowing them to be exempt from the Basic Inspection of Terminals (BIT) program until January 1, 2023.

Defines beekeeping vehicles as those with a gross combination weight rating or gross vehicle weight rating of 36,000 pounds or less (higher than standard agricultural vehicles at 26,000 pounds) when operated by a beekeeper or their employee exclusively for beekeeping operations.

Defines a beekeeper as a person who owns, operates, maintains, or controls an apiary and earns more than $1,000 annually from beekeeping-related agricultural activities.

Requires beekeeping vehicles to meet the same operational restrictions as other agricultural vehicles: not used for-hire or compensation, towing vehicle limited to 26,000 pounds gross weight rating, and used solely in intrastate commerce.

Requires the Department of the California Highway Patrol and Department of Motor Vehicles to report to the Governor and Legislature by January 1, 2022, on the impact of excluding agricultural vehicles used for beekeeping from BIT program requirements.
