Appropriates $102,295,000 to the Early Learning and Care Infrastructure Grant Program for building and retrofitting childcare facilities, and reduces the Early Learning and Care Workforce Development Grants Program by $45,000,000 (total appropriation reduced to $150,000,000).

Modifies the Early Childhood Policy Council membership structure to require members serve no longer than 6 years and revises composition of parent and workforce advisory committees with specific stakeholder representation requirements.

Extends deadlines for ethnic studies model curriculum development by one year, requiring submission to State Board of Education by December 31, 2020, and adoption by March 31, 2021.

Allocates $282,237,000 to reduce outstanding minimum funding obligations for school districts and community colleges from fiscal years 2009-10, 2013-14, 2014-15, and 2016-17; redirects $250,000 from Norco College workforce development to veteran resource center expansion.

Establishes California Kids Investment and Development Savings Program for all California resident children born after July 1, 2020 (removes low-income household requirement), and subjects Educator Workforce Investment Grant Program to maximum 8% indirect cost rate for grant recipients.
