Authorizes regional transportation planning agencies with populations exceeding 200,000 to include measures of policies increasing transit use as an indicator in regional transportation plans, including transit frequency, parking near transit, microtransit options, and active transportation storage facilities.

Requires the Public Utilities Commission in Rulemaking 12-12-011 to ensure any decision on TNC data sharing reflects the needs of metropolitan planning organizations, state and local transportation agencies, and the State Air Resources Board for analyzing TNC impacts, preparing sustainable communities strategies, and complying with federal air quality conformity mandates.

Mandates that TNC data shared with governmental entities be deidentified and aggregated, with specified minimum detail including day of week, hour of trip start and end, origin and destination ZIP Code or census block, passenger occupancy, and service category (pooled or nonpooled).

Defines "deidentified" data as information that cannot identify individual TNC users and requires technical safeguards, business processes prohibiting reidentification, and prevention of inadvertent release.

Restricts use of shared TNC data to only the specified purposes of analyzing TNC impacts on transportation systems, preparing sustainable communities strategies, and meeting federal air quality conformity requirements.
