Requires the Public Utilities Commission to allocate at least 10% of annual self-generation incentive program collections in 2020 for energy storage and distributed energy resources in high fire threat districts to support backup power during deenergization events.

Eligible customers include emergency responders, emergency operations centers, emergency shelters, water suppliers, wastewater agencies, fire stations, and police stations operating critical facilities or infrastructure.

Commission must prioritize funding for customers demonstrating financial need, operating critical infrastructure in high fire threat districts, and coordinating with electrical corporations, local governments, and the Office of Emergency Services for emergency planning.

Commission must adjust self-generation incentive program rules if necessary to allow backup power use during electricity shutoffs due to wildfire risk and inform funded customers of potential system limitations.

Commission must evaluate and report on project performance, impact, and backup power reliability by December 31, 2022, and may continue prioritizing funding for high fire threat district customers in subsequent years.
