Requires the independent peer review group for the High-Speed Rail Authority to study and annually report to the Legislature on alternative uses for high-speed rail infrastructure in the Central Valley corridor, including expanded roadways and Amtrak services.

Focuses reports on infrastructure projects anticipated to be completed by the end of the calendar year in which the report is submitted.

Mandates annual reports be submitted to the Legislature on or before February 1 of each year in compliance with Government Code Section 9795.

Repeals this requirement on January 1, 2031.
