Requires candidates for the San Diego Community College District and Grossmont-Cuyamaca Community College District governing boards to file nomination papers following Elections Code sections 10220-10227, with 40-60 voter signatures per trustee area required.

Prohibits candidates from filing nomination papers for more than one governing board position for the same board in the same election.

Changes the start and end dates of governing board members' terms from the first Friday in December to the second Friday in December.

Governs the election process through trustee area-based primary elections on the statewide direct primary election date, with top two candidates advancing to district general elections held on the statewide general election date.

Establishes that if the Commission on State Mandates finds state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7 (commencing with Section 17500).
