Establishes the Early Care and Education Degree Pilot Program at 4 California State University campuses for 5 years beginning in the 2020–21 academic year, administered by the Office of the Chancellor in consultation with the Commission on Teacher Credentialing.

Requires the program to allow students to earn a baccalaureate degree and teaching credential in child development within 4 years, combining educational theory with practical field training for children ages infancy to 5 years old.

Mandates selected campuses must have existing child development programs and schools of education, with geographic diversity determined by the Chancellor.

Requires the Chancellor to report annually to the Legislature on program enrollment beginning January 1, 2022, and submit a final report by January 1, 2026 evaluating program effectiveness and recommending statewide scaling.

Makes the program contingent upon legislative appropriation in the Budget Act or other statute.
