Establishes state standards for construction, operation, and maintenance of wave basins (artificially constructed surfing facilities with mechanical wave generators) under supervision of the State Department of Public Health.

Requires wave basin operators to maintain water quality standards including disinfectant residuals (0.5-10.0 ppm free chlorine), pH levels (7.0-7.8), microbiological standards, and daily testing and recordkeeping of water conditions.

Mandates lifeguard services for wave basins charging direct fees, with lifeguards required to hold current certifications from American Red Cross, YMCA, or Ellis and Associates, and CPR/first aid training.

Establishes safety requirements including automated external defibrillators (AEDs) at fee-charging facilities, user capacity limits (one person per 1,000 square feet), water clarity standards for resuscitation capability, and emergency procedures for contamination incidents.

Makes violations of wave basin standards a misdemeanor punishable by a fine of $50-$1,000, imprisonment up to six months, or both, with each day of violation constituting a separate offense.
