Prohibits lodging establishments from providing small plastic bottles (less than 6 ounces) containing personal care products (shampoo, hair conditioner, bath soap) in sleeping rooms or shared bathrooms, effective January 1, 2023 for properties with more than 50 rooms and January 1, 2024 for properties with 50 rooms or less.

Encourages lodging establishments to use bulk dispensers of personal care products instead and permits them to provide small bottles upon customer request at locations outside sleeping rooms and shared bathrooms.

Authorizes local agencies to enforce requirements through citations, requiring a written warning for first violations and imposing penalties of $500 per day (not to exceed $2,000 annually) for second or subsequent violations.

Establishes civil penalties of $500 for first violations and $2,000 for second or subsequent violations, enforceable by the Attorney General, district attorney, county counsel, or city attorney.

Preempts local ordinances on this issue effective January 1, 2020, except for local rules adopted before that date that are at least as stringent as state requirements.
