Eliminates the continuous appropriation of 25% of annual Greenhouse Gas Reduction Fund proceeds for high-speed rail project components, effective January 1, 2021.

Redirects 25% of annual Greenhouse Gas Reduction Fund proceeds to the Department of Forestry and Fire Protection beginning fiscal year 2021-22, with 20% for purchasing engines and equipment, hiring firefighters, and clearing overgrowth, and 5% for the Firefighter Home Relief Trust Fund Program.

Establishes the Firefighter Home Relief Trust Fund Program to provide grants to city, county, and state firefighters who lost their primary residences to wildfires or natural disasters within the previous five years, with grants capped at the residence's fair market value.

Creates the Firefighter Home Relief Trust Fund in the State Treasury to receive appropriations from the Greenhouse Gas Reduction Fund for grant disbursement and program administration.

Allows up to 5% of Firefighter Home Relief Trust Fund moneys to cover the department's administrative costs for administering the program.
