Establishes the Center to Close Achievement Gaps within the California State University system at a campus chosen by the CSU Chancellor based on graduation rates, capacity, and partnership capabilities.

Center's mission is to eliminate academic achievement gaps between student subgroups in K-12 education through professional preparation of educators in CSU and providing resources and strategies to local educational agencies.

Center shall strengthen professional preparation programs, serve as a clearinghouse for evidence-based practices, conduct research on gap-closing strategies, develop implementation tools, and document effective practices in high-performing, high-poverty schools.

Center must operate in partnership with the State Department of Education, State Board of Education, California Collaborative for Education Excellence, county offices of education, and the University of California.

Requires annual third-party evaluation reports to the Legislature beginning January 30 of the year following the center's first full year of operation and shall be established within one year of legislative appropriation.
