Approves memoranda of understanding between the state employer and 13 state bargaining units (BU 1-5, 7, 11, 13-15, 17, 20-21) with provisions requiring legislative appropriation to take effect.

Establishes automatic appropriations to the Controller for employee compensation and benefits if the Budget Act is not enacted by July 1 in fiscal years 2020-21, 2021-22, or 2022-23, with funds drawn from the General Fund and special funds.

Adjusts pension contribution rates effective July 1, 2020-2023 for state miscellaneous, industrial, safety, and peace officer/firefighter members across multiple bargaining units, with rates ranging from 8.5% to 15% of compensation depending on member category and Social Security inclusion.

Appropriates $265 million (2020-21), $200 million (2021-22), and $35 million (2022-23) from the General Fund to the Public Employees' Retirement Fund, with $243 million of the 2020-21 payment directed to the state patrol member category.

Extends retiree health care benefit provisions to State Bargaining Unit 5 employees hired after January 1, 2020, with vesting requirements of 15 years of service and a graduated employer contribution schedule based on years of service (50% at 15 years to 100% at 25+ years).
