Amends the definition of "operator" in the Harbors and Navigation Code Section 651 to include three categories: persons steering a vessel while underway, persons responsible for vessel operation while underway, and persons at least 18 years old who supervise vessel operation by persons aged 12-15 pursuant to Section 658.5

Expands criminal liability by broadening the definition of who qualifies as a vessel operator, thereby potentially subjecting more individuals to criminal penalties under existing vessel operation laws

Declares that no state reimbursement is required for local agencies or school districts because the bill only creates expanded criminal definitions within the meaning of Government Code Section 17556 and California Constitution Article XIII B, Section 6
