Authorizes the State Lands Commission to approve an exchange of public trust lands at Howard Terminal in Oakland to facilitate development of the Oakland Sports and Mixed-Use Project, including a new Major League Baseball stadium for the Oakland Athletics.

Requires the State Lands Commission to settle disputes over boundary locations and title status of tidelands by establishing water marks and fixing boundaries between public trust lands and Rancho Uplands at the Howard Terminal property.

Establishes 22 conditions for approval of the exchange, including requirements that final trust lands provide significant public benefits, include waterfront public access, address sea-level rise resiliency, and comply with environmental justice policies.

Authorizes the Bay Conservation and Development Commission to permit the ballpark and related development on filled bay lands as water-oriented uses if it finds the project provides substantial public open space, public access, and views of the bay and waterfront.

Requires the Port of Oakland to submit annual trust program reports for the first year and then every five years documenting trust-related events, programming, and uses of the ballpark development.
