Requires the State Air Resources Board to consider, through a public process, allowing renewable natural gas or biogas delivered via pipeline to crude oil production or transport facilities to generate credits under Low-Carbon Fuel Standard regulations

Applies only to renewable natural gas or biogas from sources that the State Air Resources Board determines directly reduce methane emissions in California

Mandates the State Air Resources Board complete this consideration by January 1, 2023

Credits would be generated under the "Credits for Producing and Transporting Crudes Using Innovative Methods" provision of the Low-Carbon Fuel Standard regulations

The statute automatically repeals on January 1, 2023
