Prohibits law enforcement agencies from authorizing the use of carotid restraints or choke holds by any peace officer employed by the agency.

Defines "carotid restraint" as a vascular neck restraint or similar tactic applying pressure to the sides of a person's neck with substantial risk of restricting blood flow and potentially rendering the person unconscious.

Defines "choke hold" as any defensive tactic applying direct pressure to a person's trachea or windpipe.

Applies to all law enforcement agencies and entities that employ peace officers as defined in the Penal Code.

Requires local agencies to amend use of force policies in compliance with this prohibition, with reimbursement for state-mandated costs made pursuant to existing statutory procedures.
