Exempts the City of Los Angeles and eligible public agencies from California Environmental Quality Act (CEQA) requirements for activities related to supportive housing and emergency shelters through January 1, 2025

Defines eligible public agencies as the County of Los Angeles, LA Unified School District, LA County Metropolitan Transportation Authority, Housing Authority of the City of Los Angeles, LA Homeless Services Authority, LA Community College District, and specified city departments

Covers supportive housing and emergency shelters funded by specific programs including Measure H sales tax proceeds, Proposition HHH bonds, the No Place Like Home Program, and the Building Homes and Jobs Trust Fund

Requires lead agencies to file a notice of exemption with the Office of Planning and Research and county clerk when determining an activity is exempt from CEQA under this section

Exempts the City of Los Angeles's adoption of Ordinance Nos. 185,489 and 185,492 in 2018 from CEQA requirements and takes effect immediately as an urgency statute
