Extends first-stage CalWORKs childcare authorization from 1 year to a minimum of 12 months or until transfer to second-stage childcare, with eligibility determined upon establishing initial or ongoing need.

Requires counties to provide written notice to CalWORKs applicants and recipients of paid childcare availability and local childcare resource and referral program contact information immediately, effective upon passage.

Mandates counties provide childcare notices at additional times starting January 1, 2021 or upon Statewide Automated Welfare System automation, whichever is later: at orientation, program activity assignment, and when reporting new participation or income.

Changes overpayment recovery procedures to require counties to deem overpayments uncollectible and discharge them when individuals have not received CalWORKs aid for 36 consecutive months or longer, except for fraud cases.

Reappropriates remaining balances from the $43.461 million 2017 Housing and Disability Income Advocacy Program appropriation to the Department of Social Services, extending availability through June 30, 2021.
