Establishes a State Assignment Accountability System administered by the Commission on Teacher Credentialing to electronically monitor teacher assignments and identify misassignments and vacant positions at local educational agencies.

Requires the commission to annually produce an initial data file of potential misassignments and vacant positions, with local educational agencies and monitoring authorities having 60 days to review and submit documentation showing legal authorization for assignments.

Designates county offices of education as monitoring authorities for school districts, the commission for single-district counties and state special schools, and chartering authorities for charter schools to review potential misassignments within 90 days.

Requires the commission to make annual misassignment and vacant position data publicly available on its website starting in the 2020-21 school year, with 2019-20 data used for informational purposes only.

Prohibits local educational agencies from taking adverse action against certificated employees who report being required to accept assignments for which they lack legal authorization, and requires notification to superintendents or chartering authorities within 30 days to correct misassignments.
