Increases maximum family temporary disability insurance (paid family leave) benefits from 6 weeks to 12 weeks within any 12-month period, with each disability benefit period limited to 6 weeks.

Removes the requirement that qualifying events be limited to a maximum of two per 12-month period, allowing workers to use leave for multiple qualifying events up to the 12-week annual cap.

Expands eligibility to include workers taking time off to participate in qualifying exigencies related to covered active duty or call to covered active duty of a spouse, domestic partner, child, or parent in the Armed Forces.

Makes an appropriation to the Unemployment Compensation Disability Fund to support increased benefit payments and contributions resulting from the expanded program.

Creates two effective dates: amended provisions take effect immediately, while additional military family leave provisions become operative January 1, 2021.
