Department of Transportation may lease areas above or below state highways to public or private entities for up to 99 years, subject to safety and zoning requirements.

Adds examples of "airspace" and "areas above or below state highways" including space under viaducts, above traveled lanes, within interchange loops, between main lanes and ramps, and area in cut or fill slopes.

Department must assess feasibility of constructing affordable housing, transitional housing, emergency shelter, feeding programs, or wraparound services above highways built below grade in urban areas.

Department must submit the feasibility assessment to the Governor and relevant legislative committees by January 1, 2021.

Section requiring the assessment repeals on January 1, 2022.
