Requires the California Department of Aging, State Department of Public Health, State Department of Health Care Services, State Department of Social Services, and Emergency Medical Services Authority to share information about applicants and licensees who have been subject to administrative actions resulting in denial, suspension, probation, revocation, or rescission of licenses, permits, or certificates.

Requires the State Department of Social Services and county child welfare agencies to share the same administrative action information to protect health and safety of persons receiving care or services.

Mandates the State Department of Social Services to maintain a centralized system for monitoring and tracking final administrative actions for use by relevant departments and county child welfare agencies in background check processes.

Authorizes the State Department of Social Services to charge fees to departments and county child welfare agencies to cover the cost of providing administrative action information, contingent on specific appropriation in the annual Budget Act.

Exempts the state from reimbursing local agencies for costs related to the 2011 Realignment Legislation unless the state provides annual funding for any cost increases above existing service levels.
