Department of Community Services and Development must coordinate with California Energy Commission and State Department of Public Health's Office of Health Equity by January 1, 2021 to identify best practices and provide an action plan for energy improvements in low-income multifamily housing in disadvantaged communities.

Energy improvement projects must provide net financial benefits, health benefits to tenants, and improved indoor air quality while addressing mold, moisture, and respiratory issues.

Department must provide an assessment by January 1, 2023 including data on rent increases and tenant displacement after energy upgrades, participation rates in unregulated affordable housing, and a database of health-impacting home conditions.

Department of Community Services and Development may make multiyear funding commitments and expenditures from the Greenhouse Gas Reduction Fund over multiple fiscal years for eligible weatherization program expenses.

Program requires a 30-day public comment period and 15-day notice before holding a public hearing on draft program guidelines.
