Requires school districts and county boards of education to separately calculate and report three measures of pupil achievement: completion of University of California/California State University entrance requirements, completion of career technical education sequences, and completion of both types of courses.

Modifies Section 52060 and 52066 of the Education Code to implement new pupil achievement measurement requirements in local control and accountability plans that must be updated annually by July 1.

Extends local control and accountability plan requirements to charter schools, requiring them to either assess progress against all state priorities or explain why specific priorities do not apply.

Designates the bill as imposing state-mandated local program requirements and provides for reimbursement through the Commission on State Mandates pursuant to Government Code Part 7.

Approved by Governor October 12, 2019, and contains a coordination provision with Assembly Bill 967 regarding amendments to Section 52060.
