Adds Section 21168.8 to the Public Resources Code to restrict judicial stays or injunctions on housing projects that have certified environmental impact reports.

Prohibits courts from staying or enjoining housing project construction or operation unless the court finds either an imminent threat to public health and safety or unforeseen important Native American artifacts or historical, archaeological, or ecological values would be materially and permanently adversely affected.

Limits injunctions to only those specific project activities that present the imminent threat or would adversely affect cultural or environmental resources, rather than halting entire projects.

Applies to judicial challenges of both the environmental impact report certification and any subsequent project approvals included in the environmental assessment.

Allows courts to issue other remedies under Section 21168.9 when a severable portion of a housing project is challenged separately.
