Requires all California state-owned or state-run institutions, including public universities, colleges, and school districts, to purchase only California-grown agricultural products unless unavailable or not grown in the state.

Eliminates previous price comparison requirements (5% price difference threshold) and quality comparisons that previously allowed out-of-state purchases.

Removes the limitation that applied these preferences only to contracts under the World Trade Organization Agreement on Government Procurement threshold.

Exempts agricultural products provided through the United States Department of Agriculture Foods in Schools program from these purchasing requirements.

Defines "agricultural product" as fruits, tree nuts, peanuts, vegetables, melons, potatoes, meat from livestock, eggs, or dairy products, and authorizes the California State Auditor to investigate violations.
