Requires each county and city to create a central inventory of all surplus land and excess land within their jurisdiction by December 31 of each year.

Mandates cities and counties report surplus land information to the Department of Housing and Community Development by April 1 annually (beginning April 1, 2021), including street address, assessor's parcel number, existing use, and acreage, with HCD authorized to delay implementation until April 1, 2022.

Requires cities and counties to provide lists of surplus and excess land to citizens, limited dividend corporations, housing corporations, and nonprofit corporations upon request at no charge.

Directs the Department of Housing and Community Development to provide local government surplus land data to the Department of General Services for inclusion in a digitized inventory of state-owned parcels exceeding state needs.

Authorizes the Department of Housing and Community Development to adopt standards, forms, and definitions to implement the bill without following standard rulemaking procedures.
