Increases rebate payments by $500 for low-income applicants purchasing eligible zero-emission vehicles under the Clean Vehicle Rebate Project, effective January 1, 2020.

Restricts plug-in hybrid rebates to vehicles with an electric range of at least 40 miles.

Requires the State Air Resources Board to consider, through a public process, changing eligibility requirements by January 1, 2022 to expand rebates for low-income individuals, residents of low-income and disadvantaged communities, and those in nonattainment air basins.

Requires the Board to consider income, geographic, vehicle type, and cost eligibility changes while evaluating cost-effectiveness and alignment with Clean Vehicle Rebate Project goals.

All new requirements expire January 1, 2022.
