Requires the State Air Resources Board, Department of Transportation, State Energy Resources Conservation and Development Commission, and Governor's Office of Business and Economic Development to update the California Sustainable Freight Action Plan by January 1, 2021, and every 5 years thereafter.

Updates must revise and update targets for freight efficiency, transition to zero-emission technologies, and increased competitiveness of the freight system.

Plan updates must consider coordination between federal air quality standards and greenhouse gas reduction goals, collaboration opportunities with other agencies and utility providers, and priority actions for reducing air pollution in low-income and disadvantaged communities.

Updates must identify policies providing advantages to fleets that reduce greenhouse gas emissions earlier than required by law, actions to improve freight system efficiency, and actions to increase economic competitiveness of the freight and goods movement industry.
