Expands the types of distilled spirits wholesalers allowed to donate or sell beer, wine, or distilled spirits to nonprofit organizations at prices other than those filed with the Department of Alcoholic Beverage Control.

Allows distilled spirits wholesalers that also hold a beer and wine wholesaler license or importer general licensee status to donate or sell alcoholic beverages to eligible nonprofits.

Revises rules for beer and wine wholesalers holding importer's licenses to permit them to donate or sell beer or wine (but not distilled spirits) to qualified nonprofit organizations.

Permits donations to nonprofits including charitable corporations, trade associations, and tax-exempt organizations, for use only in connection with public service, fundraising activities, conventions, or similar events.

Takes effect immediately as an urgency statute.
