Maintains existing prohibition on vehicle drivers disobeying traffic control device directions at intersections.

Requires the Department of Transportation to develop standards for lane striping, pavement markings, and regulatory signs to implement the bicycle exemption.

Applies to intersections where the Department of Transportation or local authorities have placed official traffic control devices to regulate or prohibit turning movements.
