Expands provisional licensing program to drivers under 21 years of age (previously 16-17 only), effective July 1, 2020, with restrictions on nighttime driving (11 p.m. to 5 a.m.) and passenger limits for first 12 months for ages 16-17 and first 6 months for ages 18-20.

Requires instruction permit holders ages 18-20 to hold permits for minimum 60 days before applying for provisional license (vs. 6 months for younger drivers) and raises supervising driver age requirement from 18 to 21 years old.

Raises minimum age for issuing instruction permits without driver education requirements from 17.5 years to 20.5 years and extends motorcycle instruction permit requirements to ages 15-20.

Requires driving schools and independent instructors to offer and accept installment payments for driver training instruction lasting up to 12 months with no additional fees, as condition of license renewal on or after July 1, 2020.

Authorizes Department of Motor Vehicles to charge driving schools up to $1 per driver education certificate of completion to recover administrative costs; schools cannot charge applicants fees exceeding the DMV fee.
