Limits development fees in Orange County to maintenance, operation, or financing of toll facilities completed and in service by January 1, 2020, for which indebtedness was incurred.

Prohibits Orange County and its cities from forming new joint powers agencies to construct bridges or major thoroughfares on or after January 1, 2020.

Requires existing joint powers agencies to cease designing, planning, developing, or constructing bridge and thoroughfare facilities after January 1, 2020, though they may continue maintaining and operating existing facilities.

Requires toll facilities to be transferred to the state after indebtedness is repaid, and prohibits tolls on facilities after state transfer.

Restricts joint powers agencies from incurring new bonded indebtedness after January 1, 2020, except for refinancing existing debt or financing debt service spikes.
