Requires the State Air Resources Board to adopt a regulation defining carbon neutrality for purposes of the Health and Safety Code and the California Global Warming Solutions Act of 2006.

Definition must be consistent with Executive Order B–55–18, which addresses the state's carbon neutrality goals.

Establishes that carbon neutrality means the point at which removal of carbon pollution from the atmosphere meets or exceeds emissions through reductions and sequestration in forests, soils, and natural landscapes.

Introduced by Assembly Member Carrillo on February 21, 2019, with no fiscal appropriation required but referred to fiscal committee.
