Requires applicants receiving construction financing from the Safe Drinking Water State Revolving Fund for the Pure Water San Diego Program to ensure construction contracts awarded on or after January 1, 2020, include a project labor agreement meeting Public Contract Code Section 2500 requirements

Requires applicants receiving financial assistance from the State Water Pollution Control Revolving Fund for the Pure Water San Diego Program to ensure construction contracts awarded on or after January 1, 2020, include a project labor agreement meeting Public Contract Code Section 2500 requirements

Applies to construction work at the City of San Diego's North City Water Reclamation Plant, North City Pure Water Facility, Pure Water Pump Station, and other portions of the Pure Water San Diego Program

Project labor agreement requirement remains in effect only until completion of all phases of the Pure Water San Diego Program

Legislature declares a special statute is necessary due to unique conditions in the City of San Diego requiring expeditious development and construction of the Pure Water San Diego Program facilities
