Requires the California Health and Human Services Agency to operate a temporary housing program at the former Fairview Developmental Center site upon its closure to serve individuals with severe mental illness experiencing homelessness.

Program shall accommodate up to 200 individuals and provide housing, mental health services, health care services, and referrals to community resources on-site.

Intake process must prioritize individuals with severe mental illness who have experienced or are experiencing chronic homelessness.

Authorizes the Director of General Services to utilize state property at the former Fairview Developmental Center site for implementing the temporary housing program.

Program shall cease operation on December 31, 2025, with statutory provisions repealing on January 1, 2026; requires submission of a transition plan to legislative committees including maintenance needs, eligibility criteria, staffing requirements, and recommendations for property control by local or nonprofit entities.
