Establishes the Higher Education Performance, Accountability, and Coordination Commission as an independent state agency to oversee, coordinate, and plan postsecondary education in California, replacing the defunded California Postsecondary Education Commission.

Commission composed of 5 public members appointed by the Senate Rules Committee, Assembly Speaker, and Governor (with Senate confirmation), with expertise in student support, college pathways, or education policy; members cannot be employed by postsecondary institutions.

Commission required to develop state goals and performance targets for enrollment and degree completion by July 1, 2022; publish annual reports on higher education conditions; review new degree programs and budget proposals; and act as clearinghouse for postsecondary education data and information.

Commission may require public postsecondary segments to submit data on enrollments, costs, student selection and retention, and other matters relevant to its functions, subject to federal privacy law restrictions.

Legislative Analyst's Office must report to the Legislature by January 1, 2025, on the commission's performance in fulfilling its statutory responsibilities.
