Establishes the Explore the Coast Program within the State Coastal Conservancy to expand coastal access and recreation opportunities for all Californians, especially those facing barriers to coastal access.

Authorizes the conservancy to award grants to public agencies (including federally recognized and nonfederally recognized California Native American tribes on the California Tribal Consultation List), and nonprofit organizations for coastal access projects.

Eligible projects include providing transportation, physical activity programming, resource interpretation, education, multilingual translation, and communication services to increase access to coastal resources.

Revises the definition of "nonprofit organization" to eliminate the requirement that organizations have purposes consistent with conservancy provisions, requiring only 501(c)(3) qualification under the Internal Revenue Code.

Requires the conservancy to prioritize grant awards for projects that provide students and youth with their first opportunity to visit the coast.
